1. Monitoring Period and Executive Summary

Monitoring period: August 26–September 9, 2026

The most relevant developments identified during this period fall into three main areas:

  • Packaging compliance is moving into the data implementation stage: California continues to release guidance on producer identification, exemptions and material reporting under SB 54. Export suppliers need to prepare more detailed packaging BOMs, material classifications and weight data.
  • Recycled materials are expanding from bottle-based RPET toward textile-to-textile circularity: The United States is supporting enzymatic recycling of PET textile waste, while a Taiwanese company has introduced a recycled polyester elastomer. Both developments point toward textile-to-textile recycling and polyester-compatible structures that may be easier to recycle.
  • Brand procurement is shifting from general sustainability claims toward design for recyclability: European packaging research highlights component separation, local recycling infrastructure and consumer disposal instructions. Simply using recycled materials is no longer sufficient evidence that packaging can be recycled in practice.
  • Bio-based feedstocks are beginning to scale commercially. However, their current relevance to the bag industry is primarily in stretch fibers, TPU, coatings and trims. Bio-based does not automatically mean biodegradable or suitable for every bag application.
  • No major new regulations directly affecting bag or packaging procurement were identified in Australia, Japan, the United Kingdom or the Middle East during this monitoring period. General environmental news has therefore not been included merely to fill the report.

1. California Issues SB 54 Exclusion Guidance for Food and Agricultural Packaging

  • Date: August 27, 2026

  • Summary: CalRecycle published guidance on exclusion notifications for certain food and agricultural packaging. Producers generally need to join a Producer Responsibility Organization, pursue individual compliance or qualify for a small-producer exemption. Exclusions cannot be based on unsupported declarations; applicants must explain the conflict with federal requirements and why alternative solutions are not feasible.   • Implications: Exporters may not be the legally defined “producer,” but US buyers are likely to request more detailed information about the materials and weights of individual packaging, polybags, paper boxes, labels, coatings and accessories. Jute bags, paper bags and liners used for food packaging should not be presented as automatically exempt.

2. United States Supports Enzymatic Recycling of PET Textile Waste

  • Announcement date: September 1, 2026
  • Region: United States
  • Summary: The US Department of Energy selected Protein Evolution and its partners for a biorecycling project involving PET textile waste, with listed federal funding of USD 3 million. The project aims to use enzymes to break down PET textile waste into feedstocks that can be used to manufacture new polyester.   • Implications: RPET procurement may eventually expand from bottle-to-fiber recycling to textile-to-textile systems. In the short term, RFQs should still specify the recycled feedstock source. Not all recycled polyester should be described as closed-loop material.

3. Hyosung Begins Operating an Integrated Bio-Based Spandex System in Vietnam

  • Event date: August 31, 2026
  • Region: South Korean company with production in Vietnam
  • Summary: Hyosung TNC announced the commercial operation of a 50,000-ton-per-year Bio-BDO plant in Ho Chi Minh City. The facility is integrated with PTMG and regen Bio spandex production in Dong Nai. The company states that the site has infrastructure supporting future expansion to 200,000 tons annually.   • Implications: Near-term applications in bags may include stretch mesh, elastic webbing, shock cords and certain TPU components. Buyers should verify how bio-based content is calculated, whether mass-balance accounting is used, and whether the material meets hydrolysis-resistance and abrasion-resistance requirements. 4. European Bag-in-Box Study Highlights Design for Easy Separation

  • Summary: Smurfit Westrock released the results of a commissioned consumer study conducted in Belgium, the Netherlands, France, Germany and Sweden. In some markets, up to 97% of respondents reported separating the paper box from the plastic inner bag.   • Implications: Gift boxes, paper bags and reusable-bag packaging sets should use structures that are easy to separate and provide disposal instructions appropriate to the target market. Permanently bonded paper-plastic laminates, non-removable metal components and unspecified coatings may reduce practical recyclability.

5. Taiwan-Based Company Introduces a Recycled Polyester Elastomer Made from Textile Waste

  • Date: September 8, 2026
  • Region: Taiwan, China / Global textile supply chain
  • Summary: Far Eastern New Century announced its TOPGREEN rTPEE technology, which converts polyester textile waste into an elastomer suitable for elastic fibers, waterproof and breathable membranes, and synthetic leather. The company also demonstrated a mono-polyester footwear structure intended to reduce downstream sorting complexity. Its claim of more than 40% lower carbon emissions than conventional TPU is based on company-disclosed data and requires independent verification of the methodology and system boundaries.   • Implications: The technology may help the bag industry explore material compatibility across polyester shells, linings, webbing, zipper tapes, waterproof membranes and synthetic leather. However, hardware, coatings and adhesives can still compromise a mono-material design.

3. Implications for Bag Materials, Compliance and B2B Procurement

  • RFQ data will need to become more granular: Quotations should include the material category, unit weight, recycled content, coating, adhesive and disassembly method for both product components and packaging.
  • RPET claims need clearer classification: Suppliers should distinguish among bottle-derived RPET, industrial waste and post-consumer textile waste. Supporting evidence should specify the applicable scope of GRS or RCS certification and transaction certificates.
  • Design for recyclability should take priority over a single sustainability label: Using paper or recycled material does not mean that a product can be collected, sorted and recycled in the target market. Component compatibility and local infrastructure must also be evaluated.
  • Bio-based materials create communication risks: Claims such as “sugarcane-derived” or “bio-based” must not be automatically rewritten as “biodegradable,” “plastic-free” or “zero-carbon.”
  • Food packaging requires separate compliance management: Jute coffee bags, bakery paper bags and packaging with plastic barrier liners need separate assessments for food-contact requirements and packaging EPR classification.
